Need to move/tow this... ideas?

So I've had this Caprice parked in my driveway for a few years now and the city is finally getting after me about it. The car has a long history with the family.  

I need to get this beast into the garage but it doesn't start or move.  The frame is rusted badly and when I went to jack it up to change a tire I heard crunching.  Anyway, the plan is to restore the car someday completely but for right now it needs to move about 20 feet with about a 3" incline to get into the garage.

Pics are of the rear frame rail.  It's bad in the pics and probably worse in real life.  I am surprised that the bumper hasn't fallen off yet.   It is parked facing in so would can't be pulled from the front.

Any ideas on how to do this without damaging the car?

I am guessing you already tried pushing with the car off and in neutral?

If so, and you just need to get it from your driveway to your garage, I have seen people with trucks put an unmounted tire on their bumper, and use that to push vehicles. Due to the weakness in your corroded frame, I don't know if that's be a good option though.

If I were you I'd be thinking about getting a better one.  When the frame is rusted that bad the rest of the car is never far behind.  

I'm gonna have to agree with SweetSeventyNine here, that thing is in a real bad state.

As for moving it, though, ordinarily there isn't much corrosion on the engine crossmember (where the front lower control arms bolt up). You can usually wrap a strap around that and pull the car.
